About Phil T. Trometter
Phillip T. Trometter serves as the Director of Operations and Governmental Affairs at ACD Law Firm, where he oversees daily operations, manages client relations, and leads government affairs initiatives. In this role, he works closely with attorneys, clients, and stakeholders to ensure alignment with the firm’s mission, leveraging his expertise in leadership, advocacy, and strategic management.
Previously, Phil was Chief of Staff and Executive Vice President at Penn Strategies, a Harrisburg-based firm specializing in grant writing, lobbying, and government affairs with a focus on state and federal appropriations.
Phil has an extensive background in political strategy and public policy. He served as Deputy Northcentral Regional Coordinator for former Pennsylvania Governor Tom Corbett’s re-election campaign, Southeast Political Director for Foster Friess’ Wyoming gubernatorial campaign, and has advised numerous candidates for offices including Lieutenant Governor, County Commissioner, Controller, Common Pleas Judge, District Attorney, State House, and State Senate.
A presidential appointee to the U.S. Department of Housing and Urban Development (HUD) in the Mid-Atlantic Region, Phil worked in coordination with the White House,
Congressional staff, and senior federal officials to advance the Opportunity Zone initiative, promoting economic development in underserved communities.
At ACD Law Firm, he plays a critical role in advocating for clients on legislative and regulatory matters. His efforts have helped secure over $100 million in funding for local governments, public authorities, non-profits, and private businesses. He has also led grassroots advocacy campaigns for national associations, including the National Mining Association, Merchant Payments Coalition, Argentum, and the National Association of Home Builders.
Phil has been recognized as one of Pennsylvania’s Top 50 Lobbyists and received the “40 Under 40” award from City & State Pennsylvania. He is also a recipient of the City of Williamsport’s “Key to the City” and was named one of Philadelphia’s “Who’s Next? Young Pennsylvanians Shaping Politics” by Billy Penn Magazine.
He holds a Master of Public Administration from Arkansas State University and a Bachelor’s degree in Public Policy from Pennsylvania State University.
